Maybe the word you're after is "extermination camp". Concentration camps have been used by several governments throughout history to incarcerate people.

The only other use of "concentration camps" is in reference to the Boer War in South Africa. That AOC might be making reference to those camps stretches all credibility. Besides no-one refers to the Boer War and says "Never Again".
