GenX, with their smaller population size, has disproportionately little political power. It seems to me, the normal pattern would be to react to GenX because they had taken power from the Boomers, but Boomers didn't have enough kids for this to happen.

I haven't really though it through, but my take has been that they are competing for Boomer approval because that's where the power/money is.
