That is one of the most graphically unnerving news stories I've ever read. Is it understood between them that the "parent" is really a pervy uncle or family friend or are there actual parents who set their kids up for this? Was he expecting to pay for access or it's free?

Yes there are actual parents who pimp out their kids. I noticed while doing research on different but related matter that connection often arranged by mother, stepdad, or "adopted parent" (himself a pedo). Some famous cases you've heard of, minus the details.
