Mueller passed along the evidence of presidential misconduct to Congress. Volume two of the report contains lots of evidence. Congress can right now draw up Articles of impeachment for abuse of power, contempt of Congress and obstruction of justice.

Congress could have (and should have) presented Articles of impeachment on April 28, 2019, the day Mueller's report was released. Six weeks late already.
