In the military we called people who said stuff like this “Good Idea Fairies” 
"I have an idea," loosely translates means, "I would like to waste your time by suggesting a way for you to do more work."

TBH, I follow you to get my short hairs to bristle sometimes. 'I have an idea' often times means 'I can show/provide you a way to do the same output w/o as much effort'. If you get more done and are less tired at the end of the day, everyone wins.
