  The reason hate crimes receive stronger punishment is they terrorize groups of people beyond the actual victims. These hoaxes do the same and should be prosecuted commensurably.

  They are common because real hate crimes don't happen often (we are not counting black on white crime which is never a hate crime even though they were targeted for being white )
