Welding requires a hot permit on any construction site. Especially a historical site. They would have had a fire watch with fire extinguishers nearby. This was not due to construction. Europe has very good Occupational Safety Standards, this would be on the high end of unlikely.
I cited the Washington Post’s article about recent church fires. Said the fires were likely due to welding spark.
