If Trump does that he needs to make sure all those federal aid programs where money is handed out based upon population are not exploited. Also the census determines who get new/more congressmen and electoral votes so let's make sure the illegals are NOT counted for that

To me it seems those cities already choose to have skin in the game by welcoming illegals, so it appears he's just exploiting that. He likely believes it will break them further or cause mass hypocrisy among them as they figure out how to spin it.
