$5 annual fee for verification of actual personage. Provide a different kind of 'check mark' that indicates you are real but not necessarily famous. Users can choose to block non-verified or not. Adds annual revenue to Twitter's stream and gives credibility to users. 2 birds.

I disagree from a free speech position and from a technical position. It is impossible to enforce because you could always use a second phone on a different carrier and email.
