After the news of Smollett's PARDON on Tuesday, Trump should have said "In light of the Smollett pardon, I too have decided to give all of my people who were affected by the Mueller Witch Hunt, which everyone knows is a total hoax, a 100% unconditional pardon as well."

"Won't rule out" is an idiotic news construction. Either he's pardoning or not pardoning - "ruling out" is not an action in any meaningful sense. As a heuristic, any headline including "[won't] rule out" (or similar) can be safely ignored.
