We already know who stole the emails. It was the Kremlin working via two hacker names (Fancy Bear was one of them). That was widely reported and detailed in one Mueller's earliest indictments.

The DNC emails were transferred to a local drive and removed from the premises. The metadata confirms this. The Hillary emails were hacked by just about anyone with the ability to do so, which considering the circumstances, was most people with any skill. I could have done it.
