To Mueller Project was A) a ploy to retroactively legitimize the DOJ moves on the Trump Campaign. They think that finding collusion validates their action. It does not regardless. B) An effort to keep Trump on his heels and thus protect DOJ from shame/accountability for 2016.
The Mueller investigation was never about Russian collusion, it was about: - Bankrupting people close to Trump, - Catching people in unrelated process crimes, - Sending a message to anyone thinking about supporting Trump in 2020. "You could be next."

FBI had no collusion evidence when 1) They they “officially” stared to investigate in July 2016. 2) When they went to FISA in Oct; hence they used dossier. 3) When Trump came in by Jan (Clapepr/Brennon admited so), and 4) When Mueller was appointed. So why was he appointed?

Simple: To keep Trump on his heels and thus protect the DOJ from accountability/shame, and to find collusion to justify what happened in 2016. With no “ongoing investigation,” a half a dozen DOJ hands could have been prosecuted for abuse of power but the DOJ can’t afford it.
