Vaccine manufacturers came to then President Reagan and said we won't provide vaccines anymore unless the government indemnifies us from lawsuits, as they were getting sued left and right. Reagan disastrously agreed to give them immunity from liability. This is my understanding.

Vaccine have always caused severe reactions. In the 80's they were being heavily sued. The manufacturers came to Reagan and asked to be protected or they would stop making vaccines. They set up Vaccine court

That's incorrect, the burden of payment for harm falls on the taxpayers.

The Vaccine Injury Compensation Trust Fund is funded by a .75 per vaccine dose tax. In so much as the vaccine manufacturers are the “taxpayers” in this particular case I guess technically you are correct.

This claim is false & rooted in ignorance. They're only immune from the frivolous lawsuits that huge numbers of antivax nutjobs were bringing. If they make the vaccines to government specifications, they're OK. If they make a defective product, they still have liability for it.
