  Talking about sewers that is how one would describe the Gaza Strip which is in that condition because of the Israeli government and its blockade of the entire strip. That is because Israel is an apartheid state and treats Palestinians as second-class Citizens.

  THIS is an issue I have. "(insert country here) has serious human rights abuses!!" Reply: "Well...what about Israel?!?" The argument then pivots to Israel & everyone moves on. The UN does this all the time. That's why they have zero credibility.
