It is highly cynical and also effective.
First, Trump would lose no support by pardoning Ross.
Second, Trump would either GAIN supporters through this action, or he would neutralize attackers.

Counter-argument to pardoning Ross Ulbricht: - Ross hired someone to murder a rival (FAKE NEWS, was debunked). - Tough on crime people would be angry. (Sure, but it wouldn't cost Trump votes, and he would more than make up for their anger with newfound supporters.)

What’s the justice case? Did he not order others to kill human beings? Pardoning that offense would trigger, yes. As it should — it would be letting an attempted murderer go free. No justice there. And conflating his actions with those of the investigators is nonsense.
