Yes. God created everything and knows the fate of every person. In many ways, 'God' makes more sense as a programmer of a simulation he was curious about. He was unhappy with version 1.0 and released a patch. Even the afterlife sounds like a choose-your-own adventure game.

Essentially. One concept of reincarnation involves a sophisticated game design in which your consciousness picks out a character with attributes and seeks out specific goals to achieve and repeats until their quests are complete with new characters and new locations.

. I have a very tough time with reincarnation as a theory - I hadn’t seen it as even valid when talking about simulations... Interesting: so the consciousness (now you are invoking ‘souls’) ‘selects’ a ‘likeness’? These are self-generated ‘goals’? -
That's what I think. Similar to creating a Sim. You play your character through and then your consciousness returns and you review it and try again if you want. But honestly, I've found its all just interesting speculation. If its all a game, I won't know it anyway. ;)

I have a hard time using consciousness and ‘soul’ interchangeably as you are using the term. I am open, but we have evidence for what we call consciousness; not so for anything that survives death.

I think you have it backwards. The better question is: “Is simulation theory is consistent with God?” Ponder this to discover that simulation theory is for crypto theists with commitment issues.

Depends on how you differentiate "Simulation" from "Creation". Overall yes, though. God is the creator of the simulation.
