Also, are you sure you want to specifically use the word "soldier"? You could also ask an even broader question: "Who/what would be the most appropriate U.S. party to send to Venezuela?"

How many U.S. soldiers should be deployed to Venezuela? (Adding anything more begins to skew your questioning. One may argue there is not enough context, but I would then argue the audience is not well informed if they are unable to determine the context of that question.)
