It IS UNPRECEDENTED since actual Presidential SOTU Speeches began with advent of mass communications in the 1920’s-30’s w/radio and newsreels at movie theaters. Prior to 1920’s the POTUS just sent the Constitutionally required annual WRITTEN SOTU LETTER to Congress w/o speech
