Highly dubious without more info especially in CA. There have been many state/legislative employees that have had to deal with similar circumstances when CA budget not passed on time. All financial institutions have a procedure to deal with this.

He could also get a zero-percent interest loan from one of the many credit unions offering money to those affected by the shutdown. It’s not like people don’t have options for obtaining money to help get them through this. Shouldn’t the media be showing people these options?
