Philadelphia should get those guys...what are they called....oh yea police. But not just the kind that write tickets to soccer moms but the kind that hangout in public places, like say parks. The kind that enforce leash laws and stop fights. Yea those guys are great.

And the moral is: men, don't own Shih Tzus. In all seriousness, this is tragic. Lives ruined rather than being a considerate human being and leashing a dog so others can share the park. I fear the bad rep Pits have is because of the character of typical Pit owners—not the dog.

not much of a description of the man (his clothing) but what did the dog look like? I think I would be more likely to identify this guy based on a description of his dog. I don't stare at people when I'm out, but I will obsessively look at any dog I come across.
