IMO the only people who can enact regime change is the citizens of that country. If they are unwilling or unable to replace a bad government no one else can do it for them.

US has been involved in regime change way longer than that. Anyone remember Iran??? Regime change was a big part of US Postwar Containment Strategy. This is why I say neocon behavior is a hangover from winning The Cold War.
