Congress never promised to fund the wall. Mexico is paying for it.

My point was the attitude that Trump has to have an excuse for everything Congress sits on. Trump did this: Abuse of power. Trump couldn't do that: Failed President. Meanwhile Congress merrily goes on their way bragging how they "stopped" a President while producing nothing.
