When you refer to content made for kids, is

First, the age of a child is defined by your country–more: https://yt.be/help/pE5Q Second, the key is to evaluate your content & target audience on a video-by-video basis to determine if it's specifically made for kids (vs just appropriate for kids). More resources on this soon.

why not just enforce the 13 and older age restriction for YouTube accounts? this feels like a more practical solution
