I mean you nailed it. Plain and simple - general rules that can have such a huge impact should be only ‘set’ by Valve. Else undeserving teams such as Alliance will reap the fake rewards and boast about their ability to better interpret rules.

Everything you said is 100% correct. This change could change DotA to a one vs one type of game where coaches become generals and players their minions executing their calls. Hope Valve forbids this change.
