As a mother of an addict, 5 yrs sober, I know for a fact the bulk are addicts. Mine ended up under a freeway overpass. Addicts can't think, they can't work, they can't tell the truth. Court ordered rehab, sober living, skills training, get a job, THEN housing assistance, not free
