I don't think you can do that. Its then just one small step to compulsory voting. I always vote, too many people suffered for me not to but I also believe that it's a choice. If 31%+ in an area don't vote it's sad but it's their choice

Which is a lot of effort to require for people just to practise their democratic rights. The only voter-ID scheme that would be acceptable would involve mandatory, free ID cards

My dad is 77 has a passport and driving licence. My mother in law is 80 odd has driving licence and passport....
