Phylactery has multiple meanings. Including any amulet or charm with supposed supernatural properties, the cases used to hold christian relics, and even medieval speech lines in art. The Jewish item is known in Hebrew as tefilla, and it is HIGHLY unlikely Gygax meant them

Dude, there is literally no other context that phylactery was used in at the time Gygax was writing and it's already pretty well known Gygax had some ugly issues with racism.
