It's pretty basic, and solidly demonstrated by the research. The problem is the supply of good jobs—too few—and no feasible way to train the displaced population to those few good jobs. ¯\_(ツ)_/¯

So job training programs turn out to be subsidies to the education sector (where I work!) and a way to distribute hope and keep busy for the displaced. Doesn't lead to jobs. ¯\_(ツ)_/¯
