Twitter used to have two problems; it couldn’t attract & retain new users and it’s ads business wasn’t great.
Then it’s new CEO sabotaged its ads business by alienating advertisers, firing sales people and gutting engineering teams.
Three problems now.

What percent of their total costs were compensation? I don't agree (see: interest payments), but I could see his devil's advocate position being that cutting 75% of staff and only losing 40% of revenue is efficient if comp is most of their costs.
