It’s a separate platform. Ali Baba is sometimes referred to as China’s Amazon to simply describe the company. China Twitter is reference to a platform called Weibo. If you read the first 4 sentences of the article you linked it would have been clear.

When I saw Chinese twitter I thought of Weibo, of course. But ignorant trump supporters have no idea what that is. It is in the article but we know they don't like to read either.
