Hm, does this fall under the "pre-emptive stand your ground" philosophy of governance. They're so afraid of the truth (in part that protestors might have valid points) that they have to make it o.k. to harm them. Dang!

I’ve watched the footage of the group of people mobbing the vehicle likely referred to, and given the fact that rioters mob vehicles and beat the occupants sometimes to death, it’s a rational position to flee a mob as an act of self defense.

Than look at it case-by-case. You don’t make a law says it’s fine. Also, could you link me some articles where rioters killed motorists? A recent incident, let’s say in the last 5 years. Thanks.

Like everything else there's not a "one size fits all" solution. It perhaps should be a case by case effort to determine who was not safe. Notably, real life chaos makes that hard to do.
