A few clarifications on this position: 1) Unfortunately overseas students are not eligible as the PhD studentship covers home fees only. In this case you must seek funding to cover the overseas/home fee difference.
2) If you are an EU student already in the UK you must apply for the pre-settled status (very easy) and then you will qualify for home fees. EU applicants from abroad (not in the UK) must start by the end of July to be eligible. The current studentship allows for early start.
