    One small anecdote about the way that China's quarantines are affecting the economy, far from Wuhan. A factory manager I know from Shanghai returned on Monday to his plant in a small Sichuan town. Local officials immediately ordered that he stay in his apartment for 14 days. (1/)

    It's not a total cutoff. They're using it to pressure Hubei people to come register and get checked. After they do so, their water will be restored. OK, not great, but not as bad as reported. (Interesting that notice comes from Party, not state or building management.)
