This is exactly my issue with the phrase- not everyone who causes harm is actually a ‘hurt person’. There are pathologies that cause people to do horrific things- and have nothing to do with them being hurt. And behavioural reinforcement. Absolutely, chronic abusive patterns have so much to do with entitlement, the idea that every abuser has a root trauma is naive.

YES. Often w/ other mh professionals I hear that phrase in a kind of interpersonal competitive virtue signal.
