what factors determine how useful this is for a character?

Probably the distance of the Chaine-Land, and how reliably you can set it up. Puff's the easiest character in the game to do them with because of how low their shorthop is. However that's not always a factor, Samus' Chaine-Land gives her some decent distance, too

Sounds like a sliding pivot to me.

It might give similar results, but the execution is still different. You're still able to do things that you couldn't before, such as sliding w/ shield, or being able to input a RAR to turn twice. Besides, Puff gets way more distance from this than any grounded pivot ever could

So captain falcon prob has a good one because of his turn around?

Sadly, no. I'm no Falcon expert, but my guess is because his regular turn-around animation is normal. The turn-around from Dashing wouldn't affect this.
