    Maybe the way to prevent a is to exempt appropriations bills from filibuster in the Senate, lowering the vote threshold from 60 to 51 - but only if the bills comply with Senate rule XVI prohibiting any substantive legislation in an appropriations bill...

    Democrats want mandatory funding for a variety of appropriated programs in a budget deal. Insisting on mandatory funding for the wall makes it harder for Rs to reject Dem proposals for new mandatory spending for their priorities

    Sounds like they want to provide mandatory spending for border security (presumably emergency spending or exempt from paygo. Republicans used to oppose mandatory spending for programs traditionally funded through appropriations
