In 1962 Canada deployed the C3A1 and C3A2 "Elsie" minimum-metal antipersonnel mine, designed to defeat mine detectors. With a 9.45 g Comp A5 shaped charge, the A2's blast could penetrate nearly 1 cm of steel plate. It could be detonated by as little as 16 lbs of pressure.
Manufacturing mines that are reliable and safe (for the people placing them) takes equipment and skill, as well as motive and opportunity. Three of those are missing with most immigrants, two with some, all four with many.
Those with all four are statistically insignificant. It is not worth turning away myriads in need over perhaps one or two who may attempt an attack.
