We remain concerned about the removal of sorting machines, the availability of election drop boxes & the retention of the first-class mail designation for all election mail. American voters must be able to vote safely & have confidence their ballots will be returned & counted.

Isn't all Business Reply Mail, First Class Mail? I had heard there was an intent to treat "political" mail as bulk, and thus discardable, but the examples I've seen so far are Business Reply Mail.
