#FOI /#transparency is as essential to all our work as it has ever been & I think we need to bottom out exactly what's going on *and why* (the effects are pretty evident) in order to determine a way forward. The problem is that enforcing FOI involves taking on the Cabinet Office and similar big government departments, which ICO has never had the stomach for. It’s not complicated - it’s cowardice.

That a thing is difficult is simply what it is. If it is the(/a) correct approach, that can/will deliver the desired result, then the level of difficulty must be attacked as any other obstacle - with clear thinking, creativity and persistence.
