They can issue Enforcement Notices - failure to comply with such a notice can be dealt with by the court as if the public authority was in contempt of court.

How many times have they even contemplated that? Government depts know they can get away with it so they do. NI depts are as bad, we'll certain ones.

The ICO has never issued an Enforcement Notice under the FOI Act - that's the problem; the ICO is not using its discretionary enforcement powers to force authorities to better comply with the Act.

They have issued one. To the Department of Finance (NI) over 4 incidents. But never any to the Cabinet Office despite their incredible track record of non-compliance.
