Agree, although I would mandate it in spectrum auctions - high geographic and population targets, with a Rural First obligation.

It's a retained policy area. 5G relates to chunks of spectrum that Westminster will auction. We can assist with planning laws and continue to be proactive and constructive with mobile companies but the key to coverage will be the spectrum license obligations

ScotGov plan to deliver fibre backbone into remote areas will help with broadband delivery, and also with mobile infrastructure.

how about a 'use it or lose it' policy for coverage? And licensed 3rd party repeaters and microcells for communities?

Have previously advocated use it or share it instead. If not using in rural areas then communities should be empowered to. Also discussed idea of keeping part of future spectrum for public use on visit to 5G Innovation Centre. We need creativity and a different approach in future
