You're blaming the SNP for reserved matters, deliberately, in the hope that a big enough % of people have no idea. I believe you're picking up a healthy wage (minus the 29p a week the SNP shockingly added to pick up Tory austerity slack) hence you're being paid to lie.

It’s simple devolved administrations are responsible for roll out and delivering broadband where commercial providers are not operating.

Wrong. A misrepresentation of powers and responsibilities. It's a retained policy area. The Tory Govt set a strategy to provide 95% of population with 24M and passed implementation of scheme in Scotland, along with inadequate funding. Despite that that target will be hit.
