I am sorry but you fail to understand my initial comment, the lack of thought put into policy, the complete lack of any mechanism to review policy before it is enacted. All governments ,regardless of political colour make the same mistakes.

A generalisaton that doesn't altogether fit this policy area. The programmes are going to hit their targets. It's a failure of ambition, and of understanding the importance of connectivity, not of policy execution.

It is a generalisation, yes underpins my point. Are you telling me, the Scottish Government policy on broadband has been created by experts, and reviewed as well, for effectiveness?

Of course experts are involved. I'm sorry but it appears you do not understand how broadband policy and funding works from a UK level.
