The headlines makes it appear so shady. When you read the details, he basically took large depreciation on buildings, allowed by IRS, which more or less wiped out his cash income. NYT discovers the crazy concept of depreciation and carry forward NOL

The general purpose of the tax code is to tell you how *little* you need to pay. It's called 'tax avoidance', (which is good), as opposed to 'tax evasion', which is bad. Don't like it, change it. (Probably not, the way the shouters would like you to believe they would, tho.)
