As long as states provide free voter ID cards, otherwise that can be seen as a fee to vote.

Drivers licenses expire and homeless or sometimes just car-less people don't pay to renew them. Like I said, voter ID cards are fine, but if you charge for them that's the same as a voting fee.

On it's own, no. When getting this ID requires effort (money, producing documents, time: think of shift workers) it does hurt those who have no time or any extra money to spend, it becomes a convenient way of voter suppression.
