Apparently also never felt the need to report it on her SF-86 (security clearance questionnaire) nor during any of her polys; required for some of the agencies she worked. If she passed them while hiding a crime shows why they're not allowed in court.

No, she would have had to somehow encourage or aid in an indirect way. Failure to report is also not a crime in this case.

Knowing the 'punch was spiked' and not warning 15 yo girls not to drink it knowing they were about to be gang-raped seems a little more than 'failure to report.'
