Definitely. It was also affecting almost only Ticino/GE/VD. Now it is everywhere. And I fear the Re is higher than even the first wave, with a steeper wave (it's a wall now).
And also, people during the first wave were scared shitless by what was happening live in Italy, and took precautions by themselves before the official measures (Re fell before the semi-confinement). Now they aren't.
