a) I would add Australia and New Zealand to that list. b) They implemented efficient infection control measures and contact tracing infrastructures. c) Their geographical position helps for containment. d) Their politicians listen to science.

Wouldn't this imply, that an effective response to the pandemic can only be achieved on a European/regional level? Due to cross-border commuters it doesn't really seem feasible, that individual European countries could make "islands" of themselves.

Non-expert opinion: Norway seems be a somewhat overlooked case and should be added to the list. They seem to do quite well, but I've no idea what kind of control measures and policies they applied.
