I'm curious why this seems weird to you? I'm a layperson and just looked up power-law kinetics and seems to fit what we know about how this virus is spreading.

Less weird than you might think. He probably should have used “small-world network” in the title to make it seem less odd. https://en.m.wikipedia.org/wiki/Small-world_network … From that connectivity comes power law kinetics, long tails and robustness.

It is the most reasonable model I have seen so far. Dense local communities loosely connected with other local communities. If one of them flares up, the other try to cut their links. What better description of the current efforts. Much better than re-re-adjusting 40%-70%.
