Surely, either 1) Contracts can be amended, pretty much whenever mutually agreed-upon 2) a well-placed call from POTUS to the manufacturers asking them either to do so, or, to not pursue whatever clauses are in there... "This is President Biden and your country needs you"...

Given the circumstances the government should obviously break the contract and deal with the fallout afterwards. Sorry I just don’t see this as a hard call.

1.5million doses of that stockpile were 'loaned' to us in Canada, to be replaced when our larger stockpiles arrived. I'd imagine something similar could be arranged for India. I'd hope.
